1. Saemes’ commitment

Saemes is committed to making its digital services accessible to everyone, in accordance with Article 47 of Law No. 2005-102 of 11 February 2005 on equal rights and opportunities, participation and citizenship for people with disabilities, and Decree No. 2019-768 of 24 July 2019.
Digital accessibility is a key priority for Saemes in the maintenance and development of its website, which serves all its users. As such, Saemes is progressively integrating this principle into both its internal organisation and its relationships with service providers, making it a quality requirement to be met and ensuring that all its digital services are accessible to everyone without exception, regardless of users’ physical, mental or technical circumstances.
This commitment is demonstrated by the development and publication of this multi-year plan, which includes an annual action plan. It aims to support the website’s compliance with the RGAA (General Framework for Improving Accessibility), in its current version, and, more broadly, the gradual improvement of the quality of service provided to users.
This plan has been drawn up for a period of three years. It is broken down into annual action plans, with the plan for the current year set out in section 6.

2. Scope

This framework applies to the website published by Saemes: www.saemes.fr
This website is currently Saemes’ only digital service falling within the scope of the obligation. It underwent an RGAA 4.1.2 compliance audit in June 2026, the results of which are set out in Part 4.
Any new digital service published by Saemes will be incorporated into this framework and will be subject to a compliance assessment, provided that it falls within the scope of the obligation set out in Part 1.
 

3. Organisation and management

3.1 Digital Accessibility Officer

In 2026, Saemes appointed a digital accessibility lead: Valérie Eynaud, Digital Project Manager

The lead acts as the internal and external point of contact on this matter. Their responsibilities include:

  • overseeing the implementation of this framework and the annual action plans;
  • ensuring that accessibility is taken into account from the design stage of new digital projects;
  • to handle reports submitted by users and organise a response;
  • to keep the website’s accessibility statement up to date;
  • to raise awareness amongst internal teams and service providers.

3.2 Resources

Human Resources Digital accessibility involves Saemes’ communications and digital teams in the production and updating of content, as well as the web service provider responsible for the development and maintenance of the website, for technical fixes and upgrades.

Financial resources The cost estimates produced following the audit in June 2026 have enabled an assessment of the cost of bringing the www.saemes.fr website into compliance. A dedicated budget has been set aside and phased over the three years covered by this plan, within the website’s maintenance and development budget. This phasing explains why the compliance process will continue until 2028.

External expertise Saemes relies on ThinkMyWeb, a certified digital accessibility service provider, to support it throughout the process: conducting the RGAA compliance audit in June 2026, reporting and analysing the results, producing the prioritised action plan to be costed by the technical service provider, drafting the accessibility statement, and assisting with the drafting of this multi-year plan.

 

3.3 Skills and training

The level of maturity of the teams regarding digital accessibility is an area identified for improvement. Three key areas have been identified:

  • General awareness-raising. The completion of the first compliance audit has raised collective awareness within the organisation regarding the impacts of digital accessibility and the various factors that may hinder a user’s ability to access the website. This awareness-raising will continue through this plan and the actions scheduled each year, with the digital accessibility lead providing an update on progress.
  • Training for content contributors. More in-depth training, aimed at those who produce and update the website’s content, was launched in 2026 and will be followed up in 2027. It covers editorial best practices that underpin day-to-day accessibility: writing alternative text, using descriptive link titles, heading hierarchy, content structuring, producing accessible downloadable documents, and transcribing and subtitling videos, amongst other things.
  • Recruitment. Digital accessibility skills will be gradually incorporated into the assessment criteria for recruitment to roles involving the production, management or commissioning of digital content and services.

 

3.4 Projects and Contracts Methodology

The commitment set out in Part 1 is put into practice as follows:

  • the inclusion of the requirement to comply with the RGAA, in its current version, in the specifications for new digital projects and website overhauls;
  • taking into account expertise and track records in digital accessibility when selecting service providers;
  • verifying compliance with RGAA criteria before new updates are published online, to ensure no new non-conformities arise.

The functional upgrade to the subscription process planned for 2027, which will enable online subscriptions, is being carried out in accordance with this principle: accessibility fixes identified during the audit are being incorporated into the redesign project rather than addressed separately.

No user testing involving people with disabilities has been carried out to date. This project will provide an opportunity to explore this approach.

 

4. Current situation

An RGAA 4.1.2 compliance audit was carried out in June 2026 by ThinkMyWeb on a sample of 11 pages representative of the website www.saemes.fr.

Result: 54 per cent compliance. The website is deemed to be partially compliant.

Of the 1,166 criteria tested, 21 per cent are compliant, 18 per cent are non-compliant and 61 per cent are not applicable.

Details of the non-compliances identified are published in the website’s accessibility statement.

Two key findings underpin the chosen course of action:

  • Elements common to all pages account for two-thirds of the non-compliances. These are the header, footer and menu. Correcting them yields an immediate improvement across all pages.
  • Forms constitute the second main source of non-conformities. The subscription flow and the contact form contain issues relating to labelling, keyboard navigation and error handling, which currently prevent some users from completing their tasks.

 

5. Roadmap 2026–2028

The chosen roadmap prioritises addressing issues that hinder usage and those that benefit all pages, followed by conversion paths, and then more isolated issues.

6. Action Plan 2026

6.1 Management and organisation

  • Appoint a digital accessibility lead and publish their contact details.
  • Publish the updated accessibility statement and this multi-year plan, and make them accessible via the website’s footer.
  • Continue the internal awareness-raising campaign on digital accessibility initiated by the audit.
  • Launch digital accessibility training for content contributors (including the accessibility of office documents).

 

6.2 Technical fixes to the website

The improvements planned for 2026 will focus on elements present on all pages, with a view to delivering immediate benefits across the entire website.

Menus

  • Ensure that the menu open button can be operated using the keyboard and that its open or closed state is correctly communicated to assistive technologies.
  • Ensure that the burger menu behaves as expected for a modal window: focus moves to it when opened, remains within it whilst open, closes when the Esc key is pressed, and focus is restored upon closure.
  • Identify the main menu and the burger menu as navigation areas in the code.

Content common to all pages

  • Provide the car park search field and the newsletter field with a label that is visible and remains on display whilst the user is typing.
  • Stop announcing purely decorative images to screen readers.
  • Implement a feature within the content management system that allows contributors to provide a text alternative useful for search engine optimisation, whilst disabling it for screen readers when the image is purely decorative.
  • Translate the content in the footer and the newsletter section, which is currently in English, into French.
  • Correct the insufficient text contrast identified on the website.

 

6.3 Editorial content, Saemes teams

  • Add further details to certain page titles to specify the geographical area covered by the website.
  • Provide an accessible title and alternative text for the map showing car parks equipped with charging points.
  • Check that the titles of the iframes on the website are present and relevant.
  • Begin an audit of editable images that lack alternative text or have irrelevant alternative text, starting with media on the most frequently visited pages.
  • Compile a list of videos published on the site and assess the status of their transcripts and subtitles.
  • Remove inaccessible PDF documents from the site where the content is available elsewhere, pending the development of expertise in producing accessible documents.

 

7. Guidelines for 2027

7.1 Subscription application process and forms

The functional upgrade to the tunnel scheduled for 2027, which is intended to enable online payment for subscription fees, will provide an opportunity to address all the non-conformities identified on this page:

  • link the visible labels to the drop-down lists in the code, so that screen reader users hear the actual label of the field rather than ‘Select an option’;
  • make checkboxes and radio buttons keyboard-accessible across all forms on the site;
  • reorganise the sections of fields within the checkout process, which are currently arranged side by side without any structure;
  • ensure that the ‘Need help?’ pop-up windows can be activated using the keyboard and are correctly rendered for assistive technologies;
  • indicate which fields are mandatory before data entry, announce errors to assistive technologies, return the focus to the first field containing an error, and provide a specific suggestion for correction;
  • clarify the labels of generic submit buttons;
  • enable the browser to automatically fill in identity and contact details fields;
  • make the keyboard focus visible on drop-down lists.

 

7.2 Developments in the content management system

Some editorial corrections require prior intervention by the technical service provider so that the Saemes teams can then carry them out independently. These are scheduled for 2027:

  • correction of the content markup generated by the tool, in particular text placed within generic tags and empty paragraphs;
  • correction of the heading hierarchy generated by the templates;
  • provision of tools enabling contributors to enter descriptive link titles and specify that links open in a new tab;
  • duplication of the ‘parking reserved for subscribers’ information via a non-visual mechanism on the map of charging points

 

7.3 Content and skills, Saemes teams

  • Complete the digital accessibility training programme launched in 2026.
  • Implement editorial corrections that do not require prior technical intervention, starting with the text alternatives identified in 2026.
  • Complete the transcripts and subtitles for existing videos and incorporate the requirement for transcripts into the production of new videos.

 

7.4 Assessment

  • Carry out a new RGAA compliance audit on the www.saemes.fr website, once the subscription request flow has been redesigned and the fixes for the common elements have been delivered.
  • Update the accessibility statement to reflect the new compliance rate recorded.

 

8. Guidelines for 2028

8.1 Remaining technical fixes

  • Add a second means of navigation to the site, such as a search engine or site map.
  • Ensure that the pricing tables on the car park details pages display correctly: link the visible title to the table, remove the layout columns, and replace the ‘icon’ placeholder for the header pictograms with the actual labels.
  • Restructure the booking table on the editorial page, which is a grid-based list, and correct the horizontal scrolling it causes on small screens.
  • Enable users to stop the automatic scrolling of the photo gallery on the car park details pages and make the gallery keyboard-accessible.
  • Organise the site’s chains of links into lists: menu, news blocks, car park details, nearby car parks.
  • Reposition the cookie management module at the top of the code so that it is the first element reached via the keyboard, and correct the reading order of the content.
  • Make the labels for social media icons and the ‘accessible to’ section visible to screen readers; these are currently hidden by a style property.
  • Improve the contrast of links within editorial content compared to the surrounding text.
  • Indicate the current position in the photo gallery pagination by means other than colour, and improve its contrast.
  • Notify the user when the filters in the car park list are applied automatically and display the number of results found.
  • Fix the issue where the footer links disappear and the ‘Car Park List’ button is obscured when the screen width is reduced to 320 px.
  • Remove the presentation attributes from the code and handle them in a stylesheet.

 

8.2 Content, Saemes teams

  • Implement the heading hierarchy and link labels across all editable content once the updates to the content management system have been rolled out.
  • Complete the process of adding alternative text, which began in 2026.
  • Publish office documents and PDFs in an accessible format.

 

8.3 Taking the new version of the framework into account

A new version of the RGAA, RGAA 5, is expected at the end of 2026. It is expected to clarify and supplement the existing criteria in light of recent digital practices that may be relevant to Saemes. Its contributions will be analysed and, where appropriate, incorporated into the work for 2028 and the subsequent multi-year plan.

 

8.4 Review and next steps

  • Review the progress of the three annual action plans.
  • Update the accessibility statement once the fixes have been implemented.
  • Draw up the multi-year plan covering the next period.

 

9. Monitoring and indicators

The digital accessibility lead is responsible for monitoring this plan and updating it annually. The indicators selected are as follows:

  • the RGAA compliance rate for the www.saemes.fr website, measured at each audit;
  • the number of actions in the annual plan completed by 31 December;
  • the number of accessibility reports received and the average response time;
  • the number of people trained in digital accessibility. A review of the action plan is drawn up at the end of each year. It is published at the same time as the
  • action plan for the following year.
